Are Doctor Who’s Cybermen and Star Trek’s Borg the same thing?

Aren’t DOCTOR WHO’s Cybermen and STAR TREK’s Borg sort of the same thing?

Dear Judy –
You’re not the first person to make this observation. It is true that both Cybermen and Borg take biological entities and turn them into cyborgs, and both of them have catch slogans – “You will be deleted,” “Resistance is futile,” respectively – but Cybermen wipe out the original appearance of the biological entity much more thoroughly and seem much harder to deprogram.
