I would think a sonic screwdriver should be able to shatter stone by vibrating at the correct frequency.
While they have the appearance of stone, the material must be far harder than any substance known to humans, or Time Lords for that matter. The Weeping Angels are incredibly old, tens of millions of years old. They were contemporaries of the Time Lords and able to withstand anything the Time Lords could throw at them. It is clear that The Doctor does his best to avoid them because neither his personal strength nor that Sonic Screwdriver has any impact on them.
