Why did the Padisha Emperor join House Harkonnen in moving against Duke Leto Atreides in trying to wipe out House Atreides?

Dear Alex,

Politics can be very personal. There are 2 possible reasons for the Emperor’s actions. First, Duke Leto tried to blackmail the Emperor into ruling in his favor in a case before the Landstratt. Even though Leto was being framed in that case Vladimir Harkonnen, the Empero was enraged that he was being manipulated. Second, Duke Leto overthrew the rule of the Emperor’s force on Dune. The result caused the Emperor both embarrassment and worse, censure by the majority of the Landstratt.
